It IS a license issue. Not only the store itself but any employee doing it also has to be licensed.
I have been unable to get propane at a Flying J because 'the only employee' who was 'licensed' was out to lunch and no one else could do it.
If they are not licensed to fill a RV propane tank just move on to a place that can. Don't know about you but I certainly would NOT want someone to fill my MH propane tank that was not licensed to do so.
