All of the RVs I've owned had manufacturer installed seatbelts in the dinette or back seating areas. But they also had a manufacturer installed placard that clearly stated that these seats could not be used while the vehicle was in motion.
Makes me wonder what kinds of food could be served and consumed at the dinette that would require a seatbelt.
