The point was that the passenger was not sitting in the front seat. She was in the bucket seat behind the passenger seat and probably was not required to have a seat belt as an adult. Seat belt laws
But the passenger was wearing a seatbelt while in the bucket seat behind the front passenger seat. The LEO said it was illegal, but did say why it was illegal to sit in that seat. She was properly restrained. :)
