An inertial brake controller properly set up will activate the trailer brakes only when it senses the tow vehicle slowing down with the brakes activated. Both conditions must be true before the logic will send a signal to the trailer brakes. 4-ways should never activate the brakes on their own. If this happens your wiring is incorrect.
