I would consider it to be over kill. It's called a thin roof mounting plate and that's really its intent. If you have enough structure in your roof to walk on it and get a good bite from the screws then you don't need the plate. Be sure to put a thick bead of caulk (Dicor) under the base ring and then screw and caulk around all edges and screws.
