I know nothing about South Carolina taxes, but I do understand the rationale behind the system in Virginia, that assesses vehicle taxes on the location of that vehicle on New Years Day. This is an easy-to-document bright line in the sand, but it has lead to any number of auto dealerships renting farm land for a week and moving their entire inventory out to the county a couple days before the end of the year, then moving them back the following week.
I would say that this is more about local governments losing sales tax revenue due to online sales. Amazon not pays sales tax in most states but I can imagine state and local governments have really taken a hit over the last decade.
