Frankly, based only on what you have described, focusing on the fact you had rust in your fuel filter, that is where I would focus my efforts. Where do you think the rust came from? More than likely the gas tank. Also, there may be more than one fuel filter.

I'm sorry to say 2bzy2c but you're probably correct. I'm hoping for a different and possibly better scenario based on one thing. Earlier I had been getting 7.5mpg, then the average mpg dropped to 5.5mpg in the 225 mile stretch that included driving over Tejon Pass. For the average mpg to have dropped that much I must have been pulling an incredible amount of gas through the filter while climbing the pass. That being so, why did it then go all the ways past Bakersfield and then******out under ideal driving conditions? That's the part that doesn't make sense blaming the new filter being clogged (or any other hidden filters being clogged). In addition, once I restarted it the engine ran fine the rest of the ways to Fresno.
I am going to see if I can gain access to the fuel pump through the floor of the RV, I seriously don't want to drain all that gas on top of removing the fuel pump. I mean what are sabre saws for after all.
