The fact the new fan clutch is not pulling in can really be two things.

1. Temp gage is not reading any where near right.

2. You radiator has plugged tubes and the water is not going thru so fan clutch does not get the temp. Most times the center tubes of a radiator are the first to plug. Those are the ones your cooling fan reads.

You said you are going to pull the radiator. Odds are its the problem.
