I traded in an X-Cruise America Tioga 22C on a 99 Ford E350 chassis with the 5.4 engine to buy this motorhome. I pulled many hills in that rig and never saw engine temps higher than 225 degrees. I pulled the same hills with it last year in the same heat as this year and never ran hot. So its not a design problem, its a parts failure problem. I had this same issue way back in 1995 with a 33' class a that I owned. The problem ended up being a partially plugged radiator and a faulty severe duty fan clutch. After fixing those problems, it never ran over 190 degrees.
