Your state may not require the license. The state you're in may. Is it worth the aggravation, cost and court time to prove your not required to be licensed?
I once had an Air Force Sgt tell me his expired OL was not required to be renewed in La so long as he were in the Military Service. I informed him he was not in La and in Ohio if he wanted to drive to get his OL renewed or get an Ohio OL. He said a few words at which time I informed him if he continued to talk, he would not only get a citation but he would go to jail and his car would go to jail and his family would become pedestrians. He shut up.
