Disturbing,no,unless as you stated required by insurance. Cops are generally never there when you need them, and many municipalities have laid off much of their force due to budget cuts.
Waiting for them to return sounds exciting, until they determine you're a threat. Could get ugly even if you could legally protect yourself.
