My thought is that if the base plate were to come loose the slack in the cable would put a lot of stress once the cables tightened, suddenly picking up all the load of the car, where as a safety chain around the base plate and tow hitch would not allow any slack in the cables.
In addition to periodically checking that the baseplate bolts are secure (as identified in the instructions), it is also important to ensure the safety chains/cables are attached to the frame of the car. Just walking around I've seen many installations where the safety cables are attached to the baseplate assembly.
