Although an additional means to secure the baseplate would help (I believe some of the Blue Ox baseplates are provided with an addition cable to wrap around the frame), the load on the cables would not be all that great since both vehicles would be traveling at approx. the same speed.
I see the biggest advantage of the safety cables/chains being physical attached to the frames on both vehicles is that it is independent from the normal attachment hardware. Then again, I worked as an engineer at a nuc power plant for 31+ years, so redundancy and independent safety systems are locked into my head forever. :)
