The 10th digit of you VIN is the year produced so a '3' would make it a 2003 model. You can google "VIN decoder" for the meaning of the rest of a 17 digit VIN.
You can buy replacement cigarette lighter/power receptacles at Auto supply stores and swap it our pretty easily in most cases, but check to make sure you have a live connection first...good luck
