Purely from a safety point I wouldn't put my young children on a scooter. That's just an accident waiting to happen. Cars just simply do not see motorcycles on the road, let alone a scooter. Just ask any biker.
I'd go with the Toad. So even in inclement weather you can still get out and see the sights. :C
