I think the dealer is burning away your grace period. If you put any significant money down, I would go there and demand it back. If he won't, then you'll have to threaten him with legal action, or worse, spread his name on forums like this one.
If you didn't put down any money large enough that you are not willing to loose, say $100 or so, just let him keep it and sleep well. There is no legal action he can take against you. You can still share on this forum who he is and get the word out of his very poor business practices.
People who business like that are never worth doing business with.
