They seem to work better when they are full. If your refrigerator is empty, simply but a 12 pack of soft drinks (or beer) in there. Put a pitcher of water in there. The space occupied, makes the space to cool smaller, so it cools more, but then the space taken up is surrounded by cooler air and then those items cool more, and a cycle starts.
The fuller my refrigerator is packed, the colder it seems to get, even though the freezer compartment is the same temperature.
