The only problem with the LED "flares" is that there is apparently no standard that is set that says how bright they need to be to be seen during the day and at a distance at night.
Most that I have seen are made in China and cannot be seen during a sunny day. They are no where near as bright as the emergency lights on a police or rescue vehicle. At night, some are passable, but still not very bright.
I guess when it comes to safety, there should be some minimum standard as to brightness and right now, the cheap LED emergency lights do not offer much protection.
