If the window frame seal is bad, the window should be removed and re-installed with butyl tape around the entire opening. Optional caulking is a backup plan. The main seal is the butyl tape.
With many Forest River brands / divisions butyl tape is not used on windows when the exterior is laminated construction. They use neoprene gaskets. Same for the exterior lights and most other exterior items.
