"Inslee will cast his deciding vote"??? On what?
This is a report from a task force appointed to make suggestions as to how to stop the bleeding at Washington State Parks. While we have any left, that is. I doubt that even task force members vote on results. It's likely consensus driven. It's strictly advisory-certainly nothing that results from such efforts is binding on anyone including and especially the Governor.
As for the Governor's response so far:

Furthermore, the Governor has no power to impose taxes in Washington State. That's the responsibility of the Legislature. And even then, such taxes are subject to approval by a vote of The People.
