"Inslee will cast his deciding vote"??? On what?
This is a report from a task force appointed to make suggestions as to how to stop the bleeding at Washington State Parks. While we have any left, that is. I doubt that even task force members vote on results. It's likely consensus driven. It's strictly advisory-certainly nothing that results from such efforts is binding on anyone including and especially the Governor.

sourceFurthermore, the Governor has no power to impose taxes in Washington State. That's the responsibility of the Legislature. And even then, such taxes are subject to approval by a vote of The People.
