OK...did not get any helpful hints. Here's the solution in case anyone else has this problem.
Followed Atwood's troubleshooting document, and determined that the circuit board had a failure. All troubleshooting can be done with a simple volt/ohm meter.
After verifying that none of the wires had shorts, I put the new board in and the system fired up on the first try.
