I only ask (Well in addition to being important to provide all info possible for others to diagnose your problem. No clicking means Thermostat) because I had the exact problem with the igniter trying and failing to re-light the burner on the HWH. It bugged the heck out of me forever but turned out to be old LP. Once I had the tank refilled, it was fine.
If it is one of the thermostats, just replace them both. It is likely the normal thermostat not turning off the flame when the appropriate temp is reach, thereby tripping the safety thermostat once it goes too hot, shutting everything down.
