Mine has an elbow and about an 18" tube sticking down from the air cleaner body itself. That was the original OEM setup. Mine also has a piece of sheet metal that goes half way around the bottom of the 18" tube (sheet metal is on the front of the tube) that sticks down another 4-6". I don't know if that was Ford's original fix or if a previous owner added it.
I have driven in some heavy rains without any problems.
The eventual fix from Ford included a "J" tube hanging down from the air cleaner with a water drain at the bottom of the "J".
