One of 2 things.......
The valve on water panel can be leaking thru to the 'fill' position and going directly to tank
OR
the pump internal check valve can be leaking thru.
Install a 1/2" in line check valve on pump discharge.....tank stops filling. Problem solved. (Most any RV parts Store will have one)
Tank still filling....then replace the tank/city water valve on panel
