Ok, many, sites, this one included, are supported by Ads.. Usually via Google Lead Services, but not always
What they do is give Google, or some other ad service permission to put ads on their web site,, For example.. I recently did a Search on a couple of products for the benefit of another forum member and yet another search for a product delivered to me... Yesterday.. now when I go to ad supported pages where my blockers don't work I get page after page of ads for those products.
Well, I also get other ads for stuff I'm not at all interested in.. Like Mal-ware
For example I've occasionally hit an Ad that locks up my computer.. Oh, I know how to get past it but ideally I'm supposed to call an 800 number and they talk me through it, in exchange for money.... Totally illegal (Ransom ware it is called) and other web pages you click on the ad and you end up with a bunch of infections that take you and your anti-mal ware (Norton in your case) a good long time to clean off your drive.
But it is the supporting advertisers,, NOT the page host, that are doing it.
Eventually Sun Resorts, or HamData or _____ dientifies the specific ads that cause this and block them.. But it takes a while for the anti-malware folks to clear the flags.. They tend to be, and rightly so, a bit paranoid.
