Out of the literally thousands of towed vehicle on the roads at any given time, (especially during the summer), how many have broken away?
In all the years I have been a member here, I can only remember two reported breakaways, and they were receiver failures, where the "breakaway" feature never activated!
If the breakaway never activated, it's because the thing was hooked to the receiver that broke away and not to the frame itself like it should be.
