Tank flush back flush valve would be in the flush line, located as you described and the vent for the tank should be on the outside.

most likely as said here already the black tank flush anti back drain valve those things are bad for leaking just use a 90 degree 1/2 by 1/2 line joiner and eliminate it - wlstroudExplorerIt may be an expansion tank with an air valve for pressurizing the in-tank bladder. Helps eliminate surging and maintains a more constant waterline pressure.
