What is this and how can I get it to stop leaking?

Please note. Just some simple safety preparation if you do decide to remove and replace it. Make sure the water heater is off, then open the relief valve before you try to unscrew it. If the hot water heater is pressurized and you try to remove the valve, you can injure yourself with high pressure scalding hot water.
