What model year is the Roadtrek I am looking to buy?

We just went thru this with our dealer for our trade in. He wanted to confirm that the correct year of the chassis is listed on the title. He commented that some dealers use the date of the build date, which is incorrect. Could it depend on the State in which it was purchased? If, what is being said about the 8th # from the right, ours was titled correct.
