Three years and 8K miles isn't good but probably not damaging. You can pull a sample of the oil and have an analysis performed. Tires should be OK age wise and the roof seals at three years old.
Probably your best course of action is two have two inspection performed. One by a heavy truck mechanic check the chassis and a second by an RV mechanic checking the house side.

Do nothing make a low retail price offer because you will be taking a big risk that everything is either in working condition or who knows what condition. No telling what the black tank is holding if the engine oil is original.
