I have used the highway 199 weight station in Wilderville OR, just west of Grants Pass. It is only accessible to eastbound traffic.

I've done it on SR-20 west of Mount Vernon several times. It's free, and if there are no commercial vehicles lined-up, you can chat with the WSP guys about how to do it right.
