The dealer cannot issue you a CA registration. They are doing all they can do, legally.
They can give you a temporary tag so you are good to drive home, but not a CA registration. You are asking them for the impossible.
Generally dealers are REQUIRED to collect sales tax (at least in TN they are.) When you take your bill of sale to get registration in CA, it will show the sales tax already paid. Then you will have to pay for CA inspection/registration.
Call whatever agency handles registration in CA, and verify the process, plus registration/inspection fees.
