We paid $500 to have a driver take the RV we purchased from a dealer in California to the Nevada border where we met a Power of Attorney and completed the transaction. We are residences of Washington and while in Las Vegas, we sent the paperwork and our taxes and registration money to Washington to register the vehicle. We waited there until our plates and tags were sent back to us. We weren't trying to get out of the $5500 taxes, just didn't want the money to go to California, we wanted it to go to the State of Washington. I have read that Californians do this, but have to keep the RV out of California for a year or something like that with proof that it has not entered California and then they don't have to pay the taxes (I don't really know about that just what I have read)
