Not sure what you mean by the outside portions of pipes. All the MH's I looked at had all the plumbing well inside the bays and/or running along the frame rails. As far as 4 season units, I've only seen ratings like that with towables. Can you give an example of a rare 4 season unit.
It seems like any MH bays will benefit from heat radiated through the floor and if one has central propane heat from the underfloor ducting. If hydronic heating than the circulating lines will do the same thing.
The other day it was 21 here and my bay temp was 56.
What I meant was there are sometimes low point drains - a dead ended small pipe sticking out the bottom of the rig in one or more places that are used to drain lines and tanks. These are especially subject to freezing and breaking.
