If you wet a spot on the window, does the "fog" disappear in the wet spot?
If yes, your fog is on the outside of the window. The glass has become contaminated or etched by hard water, acid rain, or ????.
Google "glass restoration" and you will find some info. There are commercial products to help with your problem. I've not used any of them yet, but some appear to be promising.
A glass polish might also cure your problem.
