You might want to check out front mount hitches here ... then just use with it the same type receiver scooter rack as you would in a rear hitch:

Carrying a scooter in the front would then leave the rear area available for carrying a lightweight folding canoe or kayak. This would keep a heavy weight from being suspended out the rear way back from the rear axle on a long lever arm and thus unloading the front axle to possibly worsen handling going down the road.
More weight in the front would actually improve the handling/steering on many Class C motorhomes.
For what it's worth, I would love to carry one of these along on the front of our Class C for offroad exploring:
