Paper towels start to dissolve in water or Windex etc. Old newspapers worked on outside of windshields as did Cocaa Cola with phosphoric acid.
Best thing possibly is micro fiber towels not washed in fabric softener and Armor All or other window cleaner that is safe on plastic tint etc.
I've heard the micro fibers work well with plain water.
The micro fiber towels are starting to get cheaper in construction but not price so shop carefully.
