Two things:
Replace the switch.
Install a RELAY so that the switch only has a load of under one amp (enough to close the relay). That will make your switch last forever and also make your headlights a lot brighter, since they will not have that voltage drop. Should also stabilize your voltmeter, as the power for the headlights is not going through that circuit.
