"ichudov".....Monacos are known to have undersized wiring to the headlights. The best fix is to add relays and tap into the wiring in your front run bay. On my 05 Diplomat I added the relays, new ceramic light sockets and Phillips quality bulbs.
You can get all of this from Daniel Stern. Read the attached link. If you call him, he'll set you up with everything you need. One benefit of adding the relays....when I turned on my high beams, all four lights come on, instead of just the two high beams.
