I think you mean if the pre-amp section of an amplifier is needed? Can you remember the last TV you have seen produced that had an amplifier in it for external speakers? The last one I remember seeing was an Admiral (Zenith) back in the mid 90's that had an amp for rear speakers to create matrix surround sound. It had speaker wire clips on the back. RCA connectors means no amp built in on a modern TV.
I think what you were talking about however is that some TVs will function as a pre-amp meaning that as you rais and lower the volume on the TV, it changes the volume on the Line Level outs going to the amp. That way, you don't have to get up and turn the amp up and down to adjust the volume. You are stuck with the TV you have for the most part so it probably doesn't matter much. If it will do that then great, leave the amp volume at %60 and use the TV to control volume.
