I believe it was in 2004 that Workhorse went with welded ground studs which eliminated a lot of the ground issues. I would suspect a frayed wire under the dash that is feeding the under dash sub panel. I think your problem is on the hot side, not the ground side of the circuit. All you need to do to help isolate things is to run another "jumper" wire from the 60 amp fuse to the sub panel and disconnect the original wire. If nothing blows, then you replace that wire permanently.
