That's just crazy. "it's the thought that counts" means that the gifts aren't alway perfect or useable but you thought enough about the person to make an effort to recoginize the person.
I agree. I'm sure they have family that isn't subject to limitations. Over the years my wife has received various baked items at Xmas from fellow employees and we enjoyed every one. maybe we're odd?
