If you want to start from scratch, put it in the self-cleaning oven and let it run for a cycle. This will remove the built-up crud and reduce it to ash. Don't take it out until it's cooled, as it can burn your oven mitts, and can crack if you put it on a cool surface.
After you brush the ash off, you'll be down to bare metal, and possibly a bit of rust. Take one of those steel mesh scrubbies, and clean it really well with soap and water. Using cold water helps limit the flash rusting. Dry off really well with paper towels, and let it dry in a 200* oven. There might be some flash rust, but don't worry too much about it. When oiling, keep wiping and oiling until your paper towel is clean, then season in oven.
