IMHO, You need the insulating ability of Earth. Metal loses heat to the outside Atsmosphere. You can use a Ceramic Smoker or for a low-cost option use the Alton Brown Method of Smoking in a Terra Cotta Flower Pot with a Hot Plate and hardwood Chips.
