The only thing that's been preventing horsemeat processing for human consumption here in the U.S.A. is the backroom maneuvering that's withheld funding for INSPECTORS of such facilities. No inspection, no sale.
Once inspections for such facilities are back in place, the meat itself will be subject to safety/wholesomeness standards just as are other human-food meats.
