Because there is no chain of custody, all US hose meat is considered tainted and toxic. There is no way to fix this unless the government creates a chain of custody model and horse farmers start raising horses for the table from birth. They would then be tagged like cattle, have a chain of custody and be treated like cattle is treated.
The inspector part comes in at the end. There is no beginning right now for US horse meat.
An excellent point made here. When I lived in Canada in the 70s & 80s there were many Pregnant Mare (PMU) farms collecting their urine to process for hormones into our birth control pills. The excess foals were raised as slaughter animals for human consumption with chain of custody. We wanted the 'pill', not the reality of what it took to produce it. Our friends in other countries are not so blinded by emotion.

My friends, I ate horse meat in Canada regularly, it was a common item then next to all the expected meats in any deli or outlet that offered so many other meats.
Certainly it cannot be a comparison of intelligence of the animal, otherwise Pigs win.
