A park we visited last year had the 6 persons per site rule. They had that rule written into the by-laws of their campground condominium association agreement. It was not negotiable and was strictly enforced...along with many others I might add....
Some like campgrounds with strict enforcement others prefer ones that "bend" a little. Very few like campgrounds with no rules whatsoever....Dennis
