First Landing State Park is just barely inside the mouth of the Chesapeake Bay where it meets the Atlantic. You still get tides & waves, maybe a bit gentler than directly on the ocean. Nice wide sandy beach with just a few campers outside of the day use area. Lots of variety in the campsites, some shady, some not. Options for non-specific or site-specific (few dollars extra) reservations. Easy walk to the beach via boardwalks over the dunes. Probably the best value if you can get by with electric & water, with dump station near park entrance. Easy drive to everything in Virginia Beach.
