Maybe. There are several versions of microchips operating on different frequencies. There are universal scanners that will at least tell you if a chip is present and will probably read the number. Proprietary scanners will only scan the chip on the frequency it's designed for. Your vet may not have had a universal scanner.
Also, depending on when this chip was placed in your pet, there may have been a change in the microchip frequency used by 24hourpetwatch, I'm just not familiar with the history on that specific brand.
