Exactly! As a campground host we hand them a bag and say: "We see you forgot your bag. Here is one for you."
The look on their face is usually priceless. They know they have been "caught."
Every once in a while, the person has no concept of actually picking up after their pet!
There was a couple at a campground we were at not too long ago that never picked up after their pooch. Finally, while we were both out with our "kids", I walked over with one of our doggie bags, and picked up THEIR mess. She asked me where I got the bags! After telling her they could be found at Wal-Mart or any of the dollar stores, as well as most grocery stores, she smiled and walked away. Never did, tho, see her pick up her dog's mess. Some people just don't care. :-(
